It depends on the heaviest thing that will sit or drive on it. Light storage uses a standard residential section; vehicle lifts, trucks and equipment need a thicker, heavily reinforced slab.

Can a slab be poured without a vapor barrier to save money?

Not for an enclosed or finished space. Ground moisture will migrate through the slab and cause problems with flooring and coatings, which costs more later than the barrier does now.
